NPCA submitted the following position to the Senate ahead of an expected floor vote the week of March 6, 2017.
NPCA urges Senators to vote against House Joint Resolution 44 (H.J.Res. 44); a resolution that would undo sound landscape planning rules that enjoy widespread public support.
The Senate will soon vote on a Congressional Review Act resolution to revoke the Bureau of Land Management’s (BLM) “Planning 2.0” rule, which improves how the BLM conducts its large-scale resource management plans. National parks throughout the West are surrounded by BLM lands, this rule helps ensure that benefits and impacts to these national park landscapes are considered when the BLM prepares its management plans. Protection for national parks can only be assured when their adjacent lands are well managed.
NPCA, national parks communities, sportsmen, local businesses, and thousands of citizens have worked since 2014 to ensure these rule updates include earlier opportunities for public engagement, comprehensive planning including the consideration of national park impacts, and efficiencies to ensure planning takes less time.
Please join public lands stakeholders who participated in creating the revised, commonsense Planning 2.0 rule by voting against H.J.Res. 44, a resolution “Disapproving the rule submitted by the Department of the Interior relating to Bureau of Land Management regulations that establish the procedures used to prepare, revise, or amend land use plans pursuant to the Federal Land Policy and Management Act of 1976.”
