Libby has been with NPCA for over 30 years. She started as a lobbyist and gradually transitioned to Counsel as NPCA’s Litigation Program became bigger and more complex. She has been General Counsel for more than 7 years.
Before NPCA, Libby was Assistant Legislative Counsel at the US Department of the Interior. Among the highlights of NPCA’s litigation, Libby points to the case NPCA brought against the Tennessee Valley Association and fight for water rights for the Black Canyon of the Gunnison as providing excellent results for park protection.
Libby is a graduate of Georgetown University Law Center. She has done graduate legal studies at Georgetown Law Center and Harvard Law School. She was also a DC Project Fellow at Georgetown.
